On December 30th, the Ministry of Industry and Information Technology Radio Administration announced that, with the strong impetus of my delegation, the 2019 World Radiocommunication Conference (WCR-19) decided to add IMT (5G or 6G) to the 6GHz (6425-712MHz) band. Include the 2023 World Radiocommunication Congress (WRC-23) 1.2.
The Radio Administration of the Ministry of Industry and Information Technology points out that as the core resource of the development of mobile communication technology, spectrum resources are valuable and scarce, spectrum planning is the starting point of the industry, and will also determine the development direction, rhythm and pattern of the industry to a large extent. The success of the new IMT use division of the 6GHz spectrum means that the 6GHz band will become a potential new global band for IMT (5G or 6G), which will be greatly prioritized in the construction of 5G systems and the next 6G system, thus promoting the development of 6GHz band IMT technology and the internationalization of the industrial chain to further accelerate the development of 5G global commercial and 6G.
It is understood that the World Radiocommunication Congress is the highest-level meeting of legislative parties in the field of radio, sponsored by the International Telecommunication Union, which is held every three to four years, and which is studied by ITU member States together and the frequency division of relevant radio operations. At the 2019 World Radiocommunication Conference (WRC-19), there was a global consensus on the 5G mm wave band to meet the business needs of 5G systems for high-capacity, high-speed transmission.
At the same time, in order to solve the problem of wide area and depth coverage of 5G system, and to achieve a good balance between network capacity and coverage, countries around the world will focus on the middle and low frequency band to add continuous 5G spectrum.
With the strong impetus of my delegation, the WCR-19 Conference decided to include the new IMT (5G or 6G) use of labels in the 6GHz (6425-712MHz) band on the 2023 World Radiocommunication Congress (WRC-23) 1.2, A project study of the new IMT band of 6425-7025MHz becoming regional (Arab countries, Africa, Europe, CIS countries) and 7025-712MHz becoming a new global IMT band.
As one of the pioneers in the development and deployment of 5G systems, China Radio Management is committed to seeking more IMT frequency resources for 5G or future 6G technologies to support the development of its future technology and applications. In order to meet the growing demand for wireless broadband data and coverage, as well as the increasing spectrum demand for new services in the IMT industry and mobile operators, China is actively promoting the 5925-7125 MHz IMT labeling project on the WRC-19 as a new issue for WRC-23.
According to the official website of the Ministry of Industry and Information Technology, before the WRC-19 meeting, China and Europe, Africa, Asia-Pacific countries to communicate and exchange, understand the major demands and concerns of countries in this band, to deepen the understanding of the competent authorities on this issue. China, as the leading country on this issue, won seven countries to sign the document before the meeting to support the project of IMT marking in the 6GHz band, and to promote the formation of a regional synergy view of some frequency bands in the Asia-Pacific region. During the WRC-19 session, my delegation spoke actively and made a well-founded statement at the meeting, and organized a large number of bilateral and multilateral exchanges and coordination meetings under the meeting to gain the understanding and support of all countries. In the end, WRC-19 decided to set up a 1.2-in-one-band IMT at the 2023 World Radiocommunication Congress to conduct research on the relevant frequency bands, including the 6425-7125MHz band that China is mainly promoting.
In the next four years, ITU member states and regional organizations will conduct a full study of the coexistence compatibility of IMT in the 6GHz band and existing operations (e.g. satellite fixed services, fixed services), as well as related research on IMT frequency requirements, technical and operational characteristics, deployment scenarios, And on wrC-23 to discuss and clarify IMT labeling.
At the same time, the Ministry of Industry and Information Technology Radio Administration pointed out that with the further acceleration of the pace of 5G commercial, 5G new business applications led to rapid growth in mobile data usage, enhanced mobile broadband services and fixed wireless broadband services, as well as smart cities, industrial manufacturing and other industries have accelerated the surge in mobile data usage. According to industry analysis reports, some of the leading markets will have 150GB of data per user per month by 2025.
